Professor Ergas held a range of leading positions at the OECD before returning to Australia in the mid-1990s. He chaired the Australian Intellectual Property and Competition Review Committee for the Australian Government in 1999-2000 and was a member of the Prime Minister’s Export Infrastructure Task Force in 2005 and the Defence Industry Policy Review in 2006. He has published extensively on infrastructure regulation and cost-benefit analysis.
As well as his work at the OECD, Professor Ergas’ career includes appointments with the National University of Singapore, the Kennedy School of Government at Harvard University, the Centre for Research in Network Economics and Communications at the University of Auckland, Monash University and at the Ecole Nationale de la Statistique et de l'Administration Economique in Paris.
Henry is the inaugural Professor of Infrastructure Economics at SMART where his focus is on the economic, regulatory and public policy research program. He takes a special interest in the development and application of cost-benefit analysis and in the analysis of pricing and investment decisions in regulated infrastructure industries. Professor Ergas is also a regular columnist in The Australian and Senior Economic Adviser at Deloitte Access Economics.

Achievements
- Headed the OECD Secretary-General’s Task Force on Structural Adjustment, which concentrated on improving the efficiency of government policies in a wide range of areas (1987)
- The Federal Government appointed Henry to chair the Intellectual Property and Competition Review Committee set up in 1999 to review Australia’s intellectual property laws as they relate to competition policy. The Committee reported in September 2000 and most of its recommendations have now been accepted by the Government
- One of the three members of the Prime Minister’s Task Force on Export Infrastructure. The Task Force reported in 2005 and its recommendations were largely accepted by the Council of Australian Governments (COAG).
